A Dutch investigator appointed by the International Cycling Union said today that Lance Armstrong had been improperly tied to doping through testing of urine samples dating from the 1999 Tour de France, the first of seven he won consecutively. The investigator strongly criticized international anti-doping authorities, who immediately responded that the investigator's conclusion was flawed and ill-informed.
